A Visit to USST Paid by Norihiko Fukuhara

On the morning of December 2, Prof. Norihiko Fukuhara, Chairman of the Board of Directors of the Promotion and Mutual Aid Corporation for Private Schools of Japan and former President of Chuo University, visited our university. Vice President Cai Yonglian met with the guests, accompanied by relevant persons in charge of the International Affairs Office and Japan Cultural Exchange Center.

On behalf of USST, Cai Yonglian warmly welcomed the visit of Chairman Fukuhara and congratulated him on his promotion to the post of Chairman of the Board of Directors of the Promotion and Mutual Aid Corporation for Private Schools of Japan. She said that Mr. Fukuhara, during his tenure as the president of Chuo University of Japan, has vigorously promoted the exchange of teachers and students and scientific research cooperation between the two universities. At present, our university has sent more than 500 students to Chuo University for long-term exchange study and short-term visit and exchange, and received nearly 200 students from Chuo University for study and exchange. We hope that we can continue to get the support from Mr. Fukuhara, and continue to promote the establishment of cooperative relationship between Chuo University and more high-level universities in Japan, and actively expand cooperation in the integration of science and art, joint scientific research, etc. We are looking forward to more Japanese university students coming to USST for exchange and study.

Mr. Fukuhara expressed his gratitude for the hospitality of USST and said that USST is a very important partner of Chuo University, and over the past 13 years, the two universities have established a close cooperative relationship in terms of faculty visits, student exchanges, etc., and the establishment of the Shanghai Office of Chuo University in USST has played a positive role in the cooperation and exchanges between the two universities. As the new chairman of the Promotion and Mutual Aid Corporation for Private Schools of Japan, he will be committed to promoting the establishment of cooperation between USST and more Japanese private universities, and carrying out joint research on the cultivation of inter-disciplinary talents adapted to the needs of the modern society, breaking down the barriers of academic disciplines within the university, and promoting the fusion of the arts and sciences.
Subsequently, the two sides exchanged views on enhancing the depth of cooperation between USST and Japanese universities, actively promoting the complementarity of advantages and resource sharing between universities, and promoting the establishment of cooperative networks with universities in other parts of Asia.

The Promotion and Mutual Aid Corporation for Private Schools of Japan (JSPSCT) is an organization under the Ministry of Education, Culture, Sports, Science and Technology of Japan, established in 2002. The main responsibility of the organization is to support and promote the development of private universities in Japan (including private universities and junior colleges, such as Waseda University, Keio University, etc.), to help private universities cope with enrollment difficulties and financial pressures through the provision of financial and policy support, and to supervise and guide the operation of private universities.
Japanese universities are categorized into three main types: national, public and private. National universities are universities set up directly by the Japanese national government and are fully funded by the state; public universities are operated and managed by local governments; and private universities are mainly maintained and operated by private capital, relying on non-public funds such as tuition fees and donations. As of June 2024, there are 796 Japanese universities, of which 82 (10.3%) are national, 95 (11.9%) are public, and 592 (74.4%) are private.
