Implementing the Resolution of Talent Work Conference of Central Committee of CPC to Cultivate Talents for High-level Universities Construction

On October 9th , in Room 103 of the Advanced Manufacturing Technology Building., USST held a party and administration conference with the aim to carrying out the resolution of Talent Work Conference of Central Committee of Communist Party of China (TWC).

During the conference, Zhu Jianmin, Director of USST Talent Office and Personnel Department, briefed the participants the essentials of President Xi Jinping's speech at TWC and shared his insights in "implementing of the strategy of reinvigorating China by cultivating talents in the New Era and accelerating the construction of a world center of talents and innovation". Director Zhu and Zhang Dawei, Dean of the Institute of Science and Technology Development, focused their speech on "boosting team spirit among talents to support advanced scientific research", and they also pointed out the achievements USST has made in scientific and technological innovation and in cultivating high level talents

Professor Dai Bo from Ultra-precision Optical Manufacturing Team, Professor Wang Guangqiang from "Food Biotechnology and Precision Health Team", and  professor Zhao Laijun, from Business School, also made speeches on such topic as team and platform building, academic achievements, talent cultivation.

President Ding Xiaodong pointed out in his speech that talents are key to the construction of high-level universities, and the important speech delivered by President Xi at TWC has provided a new blueprint for the strategy of reinvigorating China by cultivating talents in the New Era, and for the talent cultivation of USST.

President Ding also pointed out that talent work should be mainly focused on mobilizing the initiative and enthusiasm of grass-root units, i.e. mobilizing the power of different departments, faculty members, research institutes, second degree programs. President Ding further stressed that the grassroots units should take the initiatives in recruiting talents by such activities as participating in academic exchanges. President Ding also pointed out that USST should lower the threshold and recruit talents by all means, thus making USST a magnet for top talents. Moreover, President Ding hoped that USST should uphold the principle of "quality first" in recruitment, attach great importance to the construction of postdoctoral teams and give full play to the role of postdocs in promoting the development of departments and academic disciplines.

President Ding hoped that USST would strengthen its academic background, build a user-friendly academic platform, create a favorable atmosphere for group research, give top talents priority in resources, and respect the efforts and achievements of each team member. President Ding expressed his sincere hope that team leaders should aspire to make the team stronger, broaden their minds to be humble and willing to sacrifice for their members, spare no effort to pave the academic way for young faculty members, and give newcomers all-round support so that they can concentrate on teaching and researching.

In his concluding speech, Wu Jianyong, Secretary of USST Party Committee, reiterated that scientific and technological talents are crucial for the country to implement the strategy of reinvigorating China by cultivating talents in the New Era and build a world center for talents and innovators. As the "main force" and "main battlefield" of talent cultivation and scientific & technological research, universities should bear in mind "two overall situations" and "the two centenary goals ", absorb and carry out the resolutions of TWC, and make efforts to cultivate, unite, and serve the talents.

Wu hope that all departments and schools should be fully aware of the difficulties in talent cultivation and recruitment, be fully prepared for potential hardships, fully understand the significance of talents to the development of the university, clarify the next goal of talent cultivation, maintain a sense of crisis and urgency, and spare no effort to recruit top talents, especially overseas top talents.

Wu emphasized that based on the top-level design, the university has deepened the reforms to streamline administration and delegate power, to improve regulation, and to upgrade services” in scientific research, and has introduced such policies to "untie" talents, as improving the talent evaluation system and decentralizing the research funding, decentralizing research project setup in order to activate the initiative of each school and seeking breakthroughs from the bottom up. Wu also promised that USST would constantly optimize the talent growth environment, build a talent training and development platform, and accelerate the formation of a development situation in which all talents compete for breakthroughs, thus vigorously promoting the development of USST.
