The meeting was chaired by Cai Yonglian.

Zhu Xinyuan warmly welcomed Councillor Nick Small and the delegation from Liverpool, and reflecting on the 19-year profound partnership and fruitful achievements between USST and LJMU and expressed gratitude to Liverpool and LJMU for their longstanding support. He noted that USST boasts numerous disciplinary strengths and has established partnership with 233 higher education institutions and research organisations across 49 countries and regions. LJMU is a vital educational partner for USST. Two undergraduate programmes were delivered at SBC through this partnership, Electrical and Electronic Engineering and Mechanical Engineering, both accredited by the Institution of Engineering and Technology (IET) in 2022. In 2024, USST and LJMU signed an agreement on a joint doctoral training programme, opening up new and broad prospects for the two universities in the fields of scientific research cooperation and high-level talent cultivation.
Nick Small expressed heartfelt gratitude for the USST's warm hospitality and reflected on 26 years of collaborative achievements since Shanghai and Liverpool established their sister-city relationship. He noted that Liverpool's participation in the Shanghai World Expo 15 years ago exemplified the profound friendship and close cooperation between the two cities. Looking ahead, he anticipated further expansion of Sino-British collaboration in higher education, joint research initiatives, and master and doctorial programmes to enhance the quality of international education between China and the UK. This will deepen cultural understanding and exchange between both nations, whilst continuing to strengthen practical cooperation - elevating the Shanghai-Liverpool partnership to new levels of excellence.
Zhu Xinyuan and Councillor Nick Small jointly unveiled the display board celebrating 19 years of partnership between USST and LJMU. The number “19” on the display board symbolises the brilliant 19-year journey of Chinese-foreign cooperative education, representing a beautiful story of international education of 19 years. In Chinese, “9” sounds like the word for “long-lasting,” symbolising the enduring partnership between Shanghai and Liverpool, as well as USST and LJMU. Both sides firmly believe that in the next 19 years, their collaboration will reach new heights and achieve greater results.
